You'll probably need a decrypter. For Linux DVD::Rip is very good. DVD Decrypter is good for Windows, but it's been out of development for two years. There's still a mirror site for the last release.

ok with dvd decrypter can you take individual vob files and convert them to mpeg2/svcd format??

DVDs *are* MPEG2. DVD Decrypter will rip the video files (.vob). From there you can concatenate these to a single MPEG2 with the command

copy vts_01_1.vob + vts_01_2.vob + vts_01_3.vob movie.mpeg

No problem. I left something out in the command though. They have to be copied in binary mode. Use the "/b" switch:

copy /b vts_01_1.vob + vts_01_2.vob + vts_01_3.vob movie.mpeg

Most public domain film DVD's don't use encryption. However, on the ones that do, it's still illegal to break the encryption.
